Gambling Commission
The Gambling Commission licenses all remote gambling aimed at Great Britain, and advertising is additionally governed by the CAP and BCAP codes enforced by the ASA. Campaigns must not have strong appeal to under-18s and must carry responsible gambling information.

Finland
National Police Board — Gambling Administration
Finland's licensing authority during the transition to a competitive gambling market. Licence applications have been accepted since 1 March 2026, and licensed betting and online casino services may start on 1 July 2027, when supervision moves to the Finnish Supervisory Agency.

Sweden
Swedish Gambling Authority
Spelinspektionen licenses gambling in Sweden, where the Gambling Act requires all marketing to show moderation. Licensed operators must include the age limit and self-exclusion information in their advertising.

Netherlands
Kansspelautoriteit
The Kansspelautoriteit licenses remote gambling in the Netherlands, where untargeted advertising has been banned since July 2023 and role models may not be used. Targeted online advertising must be directed at adult audiences, with young adults up to 24 protected.

Malta
Malta Gaming Authority
The Malta Gaming Authority licenses a large share of Europe's online operators and sets commercial communication rules under the Gaming Authorisations and Compliance Directive. Advertising must be factual, must not target minors or vulnerable people, and must not present gambling as a source of income.

Germany
Gemeinsame Glücksspielbehörde der Länder
The GGL supervises gambling across the German states under the State Treaty on Gambling. Advertising for virtual slot machines and online poker is not permitted on television or online between 06:00 and 21:00, and sports betting advertising is restricted around live events.

Denmark
Danish Gambling Authority
Spillemyndigheden licenses betting and online casino in Denmark and requires marketing to be moderate and clearly identifiable. Advertising must show the 18+ age limit and reference the ROFUS self-exclusion register and help services.

ADM licenses gambling in Italy, where the 2018 Dignity Decree bans gambling advertising and sponsorship across media, including online and outdoor. Only neutral, informational content on the operator's own regulated channels remains permitted.

The DGOJ licenses online gambling in Spain, where Royal Decree 958/2020 sharply limits advertising. Broadcast and video advertising is confined to the 01:00 to 05:00 window and welcome bonuses may only be offered to verified, established account holders.

The ANJ regulates gambling in France and reviews operators' annual promotional strategies. Advertising may not target minors, must carry the statutory warning message, and is excluded from media aimed at young audiences.

Brazil's Secretaria de Prêmios e Apostas licenses fixed-odds betting and online gaming following the market's regulated launch in January 2025. Advertising may not target or appeal to minors, may not promise guaranteed returns, and must carry responsible gambling warnings.

Peru's online market opened in February 2024 under MINCETUR's DGJCMT, which authorises remote gaming and sports betting platforms. Consumer authority Indecopi enforces advertising rules and has opened investigations into influencer promotion of unauthorised platforms.

Connecticut Department of Consumer Protection, Gaming Division
Connecticut licenses online casino and online sports wagering through the Department of Consumer Protection Gaming Division, with the Mohegan and Mashantucket Pequot tribal master wagering licensees and their online operators. Advertising is the licensee's responsibility even when placed by an affiliate or agency, and every placement must carry the state problem-gambling helpline.

Delaware, USA
Delaware Lottery and Division of Gaming Enforcement
Delaware runs online casino as a state-operated market: the Delaware Lottery contracts the three licensed racinos and their platform partner, while the Division of Gaming Enforcement handles licensing and investigations. All marketing sits under the Lottery's approval process.

Rhode Island, USA
Rhode Island Lottery, with the Department of Business Regulation
Rhode Island iGaming is state-operated through the Rhode Island Lottery under the Division of Lottery, delivered with Bally's, while the Department of Business Regulation licenses the casinos, vendors and personnel. Advertising follows the Lottery's rules and the state's responsible-gambling requirements.

West Virginia Lottery Commission, Interactive Wagering
West Virginia licenses online casino and sports wagering through the West Virginia Lottery Commission's interactive wagering programme, tied to the state's five licensed casinos. Operators are accountable for all advertising placed on their behalf, including affiliate and agency media.

New Jersey Division of Gaming Enforcement
The New Jersey Division of Gaming Enforcement regulates online casino and sports betting in the state. Advertising must be geofenced to New Jersey, targeted at 21 and over, and carry responsible gambling messaging.

The Pennsylvania Gaming Control Board regulates interactive gaming and sports wagering in the state. Advertising must be limited to licensed operators, directed at 21 and over, and include responsible gambling resources.

Gambling in Canada is regulated province by province. Ontario runs an open, competitive market and Alberta is opening one. Read the Canadian compliance overview.

Alcohol and Gaming Commission of Ontario, with iGaming Ontario
Ontario is the only open, competitive online gambling market in Canada. Private operators sign an agreement with iGaming Ontario and are registered by the AGCO, and every advertisement must follow the Registrar's Standards for Internet Gaming, which are stricter on inducements and athlete endorsements than most European codes.

Alberta, Canada
Alberta Gaming, Liquor and Cannabis, with the Alberta iGaming Corporation
Alberta is opening the second competitive online gambling market in Canada. The iGaming Alberta Act creates the Alberta iGaming Corporation alongside AGLC oversight, so private operators will be able to run licensed casino and sportsbook media in the province rather than only through Play Alberta.
