NPB advertising compliance in Finland
Finland's licensing authority during the transition to a competitive gambling market. Licence applications have been accepted since 1 March 2026, and licensed betting and online casino services may start on 1 July 2027, when supervision moves to the Finnish Supervisory Agency.

Licence requirement
A Finnish gambling licence is required to operate or market betting, online casino, online slots or e-bingo to Finnish players from 1 July 2027. We plan campaigns with applicants and activate only once a licence is granted.
How we run each channel under NPB
Display advertising
Pre-launch: no live display advertising to Finnish consumers. From 1 July 2027: 18+ audiences only, licence and responsible-gambling information in creative, self-exclusion suppression.
Video and CTV
Pre-launch: no video advertising. From 1 July 2027: 18+ or age-verified inventory, responsible-gambling end-frames, no creative appealing to minors.
DOOH and outdoor
Pre-launch: no outdoor or DOOH advertising. From 1 July 2027: expect placement exclusions near schools, youth venues and treatment services, plus per-network gambling policies.
